For years Harper has stated that Canadian economic stability requires it to link GHG reductions and actions with what the USA is doing. And yet for two decades Canada has done the opposite and the gap with USA is widening rapidly. At the per-capita level, Americans are back to their 1964 levels already. Canada lags USA in planning, policy, spending and (no surprise) results. How long can Canada avoid the inevitable? What painful choices await Canadians?
